Last Friday, Chelsea Football Club received FIFA’s written rationale behind its recent decision to impose a two-window transfer ban on the London club. With the football world now fixated on the issue of tapping-up youngsters, you would’ve thought that Chelsea would be keeping a low profile when it comes to young recruits.
